This work introduces the notion of sustainable development in the planning of the city transportation system in the framework of facing the total transportation cost comprising cost of congestion, accidents, environmental pollution and noise.  Sustainable development in the transportation system should not aim only at the more efficient and faster transportation of persons and goods but also at the safe service of transportation needs under the best environmental and social rules.  Main axis for the development of future city transportation systems – both for system management and infrastructure development – is the balance between measures promoting the use of public transport and measures discouraging the use of private use cars.
